ABSTRACT: The implementation of the 73rd Constitutional Amendment Act, 1992, marked a paradigm shift in Indian grassroots democracy by institutionalizing the participation of women in local governance through the Panchayati Raj Institutions (PRIs).In the state of Haryana, a region characterized by a complex intersection of rapid economic advancement and deep-seated patriarchal structures, the presence of female Sarpanches (village heads) offers a unique lens through which to examine the transformative potential of affirmative action. This research paper provides an exhaustive doctrinal and critical analysis of how female leadership at the village level influences the educational and career aspirations of adolescent girls.” “

By synthesizing legal frameworks specifically Articles 14, 15, and 243D of the Constitution of India with feminist legal theory, the capability approach of Amartya Sen and Martha Nussbaum, and the theory of legal consciousness, the study explores the role model effect as a mechanism for social change. The analysis critically evaluates the impact of the Haryana Panchayati Raj (Amendment) Act, 2015, which introduced educational qualifications for candidates, the subsequent Supreme Court ruling in Rajbala v. State of Haryana, and the more recent Haryana Panchayati Raj (Second Amendment) Act, 2020, which increased reservations to 50 percent. While legal mandates have successfully increased numerical representation, the findings highlight persistent barriers such as the Sarpanch-Pati phenomenon and the dual burden of domestic and public responsibilities. Ultimately, the report argues that for female leadership to substantively raise the aspirations of the next generation, legal quotas must be supported by institutional capacity building and a fundamental shift in the socio-cultural perception of gender roles.
